The episode is, I think, "Points of Departure" and it is said first by the captain (Kalenn ???) of the Trigati (SP?) to the Grey Council member who came to look at Delenn's cocoon. And, for the bonus round, the second time was the second in command who said it just before blowing up the Ship.
